Commuting in wet weather

I've started to commute to and from the train station, it's not a very long commute, take me about 15-20 minutes, then I have about 80 minutes on the train to London.

Wasn't so bad cycling in the warmer months because I was wearing shorts in work anyway, but now things have gone chilly and I'm back to wearing trousers, I'm wondering what's the best way to keep them dry on the cycle to the station. Can anyone recommend some type of lightweight waterproof leggins that I can throw on over the top of my trousers?
I would just consider some long bibs and not focus on staying dry, just warm.

Failing that, if its not proper cold...like frosty... then just wear lycra shorts as your legs/shorts will honestly dry faster without a covering.

feet, now that's another question!!

Thanks for all the replies.

Weathers has kind of been on my side lately, but think I'm gonna have to schedule a trip to Aldi to see what I can find.
Hate to sound like a wimp, but does anyone wear any kind of face protection, because when that wind picks up on the cycle home...:cold:
