Seems like all you need to do is change the bars and shifters, that said it's not going to be cheap. Sora shifters @80-90 although i don't like them myself. Tiagra or 105 preferably. Set of bars @30 up. Plus bar tape, new inner and outer cables for brakes and gears, with labor you'll not see much change from 150- 200

If your elite has a triple like this one then you should also be aware that Shimano road front brifter pulls less cable than the (altus) mtb front mech expects. You could change the front mech but have to watch the chainline, or pick the right Campag shifters that happen to pull nearly the same amount of cable for Shimano mtb mechs front and back. You will still have the brake cable pull issue HLaB mentioned to be addressed though.

Alternatively you can get drop bar brake levers (that are designed for V brakes) and bar end shifters which generally are not indexed for the front.

Because of such complications, it is not an exercise for the faint hearted. To get everything right you could end up with (an expensive) Frankenstein.

Do you have bar-ends on the flat bar?

Entirely possible but....

A further alternative is to change the V- brakes for cantis, which operate with the same cable pull as road levers. Not to everyone's taste though.

Because of such complications, it is not an exercise for the faint hearted. To get everything right working you could will end up with (an expensive) Frankenstein.

There was a Sirrus on the last FNRttC with drops etc. AFAIK, the geometry is identical to the equivalent Secteur/Roubaix, or at similar enough to make it doable. Caveats mentioned by others certainly apply though.
