Try going to buy any medicine for kids these days. They'll give you the third degree over how old the child is, I tend to just lie and add a few years on to be safe.
It's like the limit on paracetamol purchases to stop OD'ing. What does that solve? If I really want to overdoes on paracetamol I'll just go to a few shops in town and buy as many as I need.

I get prescription strength 30/500 Cocodamol in boxes of 100 and Tramadol in similar 100 boxes. They are on repeat prescription and I suppose the doctor has a record of how many I have over the month or year. I have joint issues and tend to take at least one dose of one or the other every day and more than one dose if riding far. But my wife has to buy ordinary Paracetamol in stupid little boxes of 12!
As you say if you are determined to O/D on Paracetamol (Not a 'good choice' for self destruction.*) then all you need to do is go to the nearest two large towns and buy one box in each shop. Does it really stop deliberate O/Ds? I doubt it, but it will certainly cost you more than it used to when you could buy them by the 100.
*A medically inclined friend tells me a goodly O/D of Paracetamol will kill you so slowly that you'll have every opportunity to reconsider the wisdom of the attempt before it kills you, as in you'll wake up and be around for days with no realistic chance of avoiding organ failure, eventually!
