I've been looking at pannier racks and they obviously have the attachment on the wheels but they also have another bike that looks like it attaches to the frame? Am I right here or do they come with little clips that hook around the frame?

Not this exact one but it shows the bit I mean. On the left.

if you don't have eyelets on the seat stays you will either need clips (Tubus do nice ones for their Vega) or you need to use a three point rack like the Tubus Fly. Those are a little bit less stable, but should be fine with the kind of light load that befits a bike such as this.

I've come to the conclusion that I can only buy either a cheaper rack and a some cheaper panniers. Or one more expensive saddle bag. Apidura looks very good.

Also if I can afford it, I'll be getting a handle bar bag as well for either option.

Hmmm choices.

The cheapest Ortlieb City Line rear panniers that I have found online in Germany is 72,70 euro a pair, i.e. about 50 pounds. Tubus are the best rear racks, but for lighter duty the old Blackburn EX-1 was also quite stiff.

Tortec do some good quality racks that aren't too spendy, and some cheap throw-over panniers will do the job - put your stuff in bin-liners if they're not waterproof.
