Apologies, it was a quick flippant observation.
Often on the Vintage forum, when someone puts up a picture we get treated to sights of ornate lug-work on vintage steel bikes like these for example, and some of the wise old sages recognise a particular style which helps identify age and make of bike.
Your bike has welded not lugged tubes, it may be aluminium, but it could be steel, but from a relatively modern era that I don't think overlaps with when Mercier were making bikes and I think the logo is wrong. But I could be wrong.

What does the sticker at the bottom of the seat tube say?
On the face of it, I would say it's a fairly cheap sort of generic welded road frame which could have been rebadged for sale under any number of brands. The unicrown forks indicate it isn't pre-1990, and in all probability was built in this century not the last.
