Crime Up and Down

Apparently crime, this includes the rioting this summer, reported to the Police is down 4% but according to the British Crime Survey it rose by 4%.
Does this mean more people cannot be bothered to report it these days?

No it's because all statistics are useless. The British Crime Survey is much better that the police figures, as they are abused. In many places, the 'riot' would have been recorded as one crime, despite numerous victims.
