It's not a cypher. It more like rhyming slang, or polari; it gives a bit of privacy and excludes outsiders.

Yes, I wasn't really comapring it to the output of an Enigma machine, just referring back to the wording on leet used in the wiki article the link ran back to. Even as an 'in' means of communication tho, its not that exclusive to baffle a casual observer.

Well, that depends. There are different levels of leet, if I posted what I originally said earlier using a more advanced version of leet, it wouldn't be this:
