Our company joined a couple of months ago and I did an equipment only purchase, as I already have two good bikes (I know, I know, n+1) and needed some decent wet weather gear. I would love to see cyclescheme ask for my sweated in bib shorts back 
I've only really done it to spread the cost of some expensive gear out across the year, not with the view of really saving money.
With regards to people taking the p***, I agree - one of my colleagues (who, without being too disparaging is pretty rotund) has a bike that his partner got for him through her employer a year after getting her own through the scheme. As far as I'm aware he's never ridden it.
