Is this a universal change in the rules?

No, it's just the OP's firm that have capped it to £500.00.
You can still get £1000.00 on the scheme if your company approves it (or more if you have a credit license)

I'm lookong at an upgrade to my MTB and may buy a serious/expensive one using this scheme to use for my commute and the rare weeknds I actually go mountain biking. If you qualify for the scheme it is very good but I agree with the gripes about people on mimimum wage not qualifying. I bought my cheap £120 mountain bike about ten years ago asI couldn't afford a decent commuter and my car was getting knackered with so needed to reduce wear and tear and couldn't afford to replace it.. This scheme would have been ideal. I worked shifts and with the hours there were no public transport options for one of the journeys with a lot of the shifts we worked. Interestingly the managers could get interest free loans to buy their own cars for personnal use but there was no cycle to work scheme.
