What about a uni-cycle... 🤔

A unicycle is designed to be ridden no handed. A bike is designed to be ridden 2 handed.

For me, people who ride no handed or do wheelies on the road are just annoying. I find 'entitled' that someone would complain about being stopped by the police for riding no handed.

There is a very old offence of 'Furious and wanton riding'. But this includes injury to someone.

The 'offence' was that he might have deprived someone of life, or injured them, if he fell off and hit them, I believe, hence the HR Act being hoisted up the flagpole.

the officer said they were ticketing me under the Human Rights Act as I was infringing other people’s Article 2 ‘Right to Life’, in case I fell off & injured them: utterly bonkers stuff.' = BS

The Human Rights Act can only be used against Government Organisations and those acting for or contracted by a Government. Click Bait Twaddle

She could be charged under other offences and probably was...

In spite of the policewoman mentioning that act, he was NOT being ticketed for breaching the human rights act. I imagine the ticket would have been for cycling carelessly or inconsiderately. They simply cannot issue a fixed penalty notice for any Human Rights Act offence.
