actually I now remember a mate being stopped for unicycling. He challenged the policeman to state what was illegal about it and the copper after a bit of pondering did actually bring up the lack of a back brake, whereupon my mate laughed at him and rode off. They never bothered stopping him subsequently, despite it being a small town with the same copper likely seeing him again.

And thinking about the "back brake" thing, I presume a pennyfarthing is technically illegal for that very reason. Having done a pennyfarthing day in London, we dit meet a couple of police officers on horseback, but got away with it and one of the officers offered us a swap, but we didn't take her up on it.
Just to get pedantic about specifics.

There is no requirement for a back brake. The Pedal Cycle construction and use regulations are quite specific.

The core requirements:
Save as provided in regulation 8 and 9:
Every pedal cycle shall be equipped with at least one braking system.

Every bicycle or tricycle the height of the saddle of which is 635 mm or more, and every cycle with four or more wheels, shall:

If it is so constructed that one or more of the wheels is incapable of rotating independently of the pedals, be equipped with a braking system operating on the front wheel, or, if it has more than one front wheel, on at least two front wheels.

Otherwise, be equipped with two independent braking systems, one operating on the front, one on the rear (with the same requirement about at least 2 wheels if there's more than one).

Let's take stock, then. Fixies need one front brake. Ordinary bikes need a front and a rear brake.

Unicycles, having only one wheel, need one brake.

Recumbents with a low saddle, just need one brake, can be front or rear! Same as kiddies bikes.

Penny Farthings would fall under the fixie category, so needing a front brake.

But wait a moment! We haven't looked at regulation 8 and 9. Well, 8 is boring, it's a grandfather clause for bikes constructed before 1984.

9, however, has this line.
Nothing in regulation 7 or 8 applies to
Any pedal cycle so constructed that the pedals act on any wheel or on the axle of any wheel without the interposition of any gearing or chain.

Wait a minute! Penny farthings meet this description. They do not, in fact, require any brakes whatsoever.

Good to know I wasn't actually flagrantly flouting the law on my pennyfarthing ride. I envisaged being chased down the mall by the horse-riding officers !

Given the number of deaths due to cars, including due to vehicular pollution, surely any driver can be technically pulled over for this.

‘Not being in proper control of the vehicle’.
