Rechargeable batteries for lights. Costs more initially (esp if you have to buy the charger), but if commuting over the winter, much cheaper in the long run.

Walk whenever possible

I would argue that it is cheaper to cycle as tyres invariably last longer than shoes do. When I walked everywhere when I lived in Dublin, I used to wear out shoes every 3 or 4 months.
