I'd have argued that - as all modern wing mirrors are designed to fold when bashed - that it was a wing mirror warranty issue. Her fine and cost seems a bit high too, considering that some people get lower fines than that after mowing people down! And do we know if the builder was served with a ticket for illegal parking?

They fold in one direction. If she has cycled from the rear of the car and hit the mirror it is going to do nothing but break.......
