That's bad news, but good to see the article explains the risk to cyclists.

A daft idea. Daytime lights make it harder to judge approach speed and closing distances. I stopped using a daytime headlight on a motorcycle about ten years ago after reading a very informative article on the falicy that it made emerging car drivers less likely to pull out on you and in the next eight years that I still rode I suffered fewer instances of dangerous emerges because I took a positive attitude to my own safety rather than the passive one of using lights and thinking, "There, I'm more visible now the rest is up to other people".

Lights show up much better at night than in the daytime, and if it was true that they made you safer there would be fewer accidents after dark yet the reverse is true. All daytime lights will do is promote lazy observation among motorists and vulnarable groups who lose out in the candlepower war like bikers and cyclists will be more at risk.
