DBS check, baffled... Help!

I have applied for a job at the HMRC and have got an interview.

I received an email with an attachment which has completely baffled me. It reads

"From 17th June 2013 registered bodies will no longer be provided with a copy of the certificate and only the applicant will receive the certificate. This means that from this date it will be your responsibility to provide evidence of this certificate to Civil Service Resourcing to clear your pre-employment checks.
HM Revenue and Customs will not employ you until the DBS Check has been completed and the result notified to us. A decision will be made about your suitability for employment as a result of the information obtained.

Is an form or something sent to me then I get a certificate I produce to them or something? I am lost completely.

In the past (CRB) you and the employer got the certificate now just you get it and you provide them a copy/details. If they haven't done one for you I guess they would expect you to get your own but I haven't ever heard of this.

For my place at EE they did everything. First time I have come across this so a bit lost ha.

I'm not sure why they're saying that you need to be showing them your certificate.

I can do it online but I have none of the stuff to be able to do it anyhow. I need stuff I don't have nor have any idea how to get to register

It wants an Application reference or Certificate number. However this costs. So would they send out some sort of form for me to get my certificate to then send to them?
