Dealing with Cyclists without lights

they may have just been caught out, like the time i rode to the doctors and she was running very very late and it was dark when i came out; Its not funny over here as there are hardly any street lights so i ended up pushing the bike for almost 10 miles x

I've been caught like that. Ride if no traffic stop and get out of the way the moment something shows up (unless you are in a continuous stream which round here isn't too much of a problem in places and at times). 'Fraid I hopped on the pavement when I got close to town and there was one. But I stop if peds are nearby Sort of "polite law breaking".
