Try << WD-40 >> as a first option.

If there's lacquer over the top of them, you can't.
If not, also try gentle heating with a hot air gun.
The paint previously covered by the decals won't have faded, while the paint elsewhere may have. Use T-cut or metal polish to reduce the difference.

+1 for hot air gun. I used a hairdryer to gradually, and I mean gradually, ease them off my old Raleigh.
