FWIW I don't believe any cyclist intends to blind drivers with their lights and few have the requesit lumens to do so anyway. Not compared to motorists anyway.

Ayups are fairly bright, so IMO they do have the capacity to dazzle if used in anger. The HID cycle kit which dazzled me was eye wateringly awesome and equivalent to at least a regular 55watt halogen car headlight as it had a more focussed beam pattern. I think anyone investing in these upgraded lights either mounted in a car or on a cycle (or motorcycle) should have an enhanced duty of care in respect to other road users given how bright they are. The new CREE LEDs are nearly as bright as the HID kits as well.

I did cycle commute a couple of times last summer, but I don't like it given the nutters who occupy my commute route, and so preffer to use the m/cycle so they stay behind me and don't attempt to pass. I didn't think this topic belonged in P&L as it is a road safety issue, so commuting seemed more appropriate.
