Ebay, Craigslist, police auctions, the local skip, the local paper, the CTC York Rally cycle auction........ If you know what you are looking at and can wait until 23 June the York Rally cycle auction is probably your best bet. I've bought a few nice bikes from there for not a lot.

We have a not-for-profit bicycle recycling scheme here and you may have something similar near you. They take in donated bikes, do them up and sell at a break even price.
