It's been sold on Facebook Marketplace near me. I get the impression from the ad that it's a 'shed find' which the owner doesn't know much about. The rear hub looks aluminum, the original would have been steel. The rear dropouts look rather distinctive.

The headbadge looks identical to the sticker on the seat tube, it's not a heron. You might be right about it originating from the Raleigh factory though, the rear dropouts are similar to the ones on this Raleigh-built Hercules.

Audax ready with mudguards

I remember that type of mudguard, and the cold wet brown streak up my back.

The front shortie will tend to keep road muck off your face in wet conditions, so not entirely useless.

The rear should function to a limited extent as an 'ass saver'.
