+1 for the Red Cross.

Find out where your local branch is - one of the things they (most likely) do is loan out medical aids, and may well have the use of any such items. Or if not, they will have a means of selling them on. Used to volunteer with mum for my local branch before it shut last year, and that's what the branch did.

What tyres for off road wheelchair?

The standard ones used to use 26 x 1 3/8 - just the thing for an old Raleigh. They're almost puncture proof as well.

+1 for Red Cross, or possibly your local community transport association if you have one, also I believe there is a charity that sends items to foreign countries that are glad of them, but can't give you name or link I'm afraid
