Cracking a solo.
I had a driving school car pull out of a junction on me whilst I was driving causing me to brake, a little further down the road they went past a line of parked cars forcing the cyclist that was already coming the other way to climb onto the pavement. I phoned the school up and had a chat to someone. I can't be sure that anything was said or done, but if you do nothing then you can be absolutely certain that nothing will be done.

I've seen a few of them in Manchester (without pupils on board) driving while using hand held mobiles. When I was commuting regularly, RED used to be godawful for close passes & tailgating. Whether it's a driving instructor thing, or just a (UK) driver thing, I'm not sure.
 
If it's a one man band it's going to be tricky to get anywhere but you could still write to whatever regulatory body exists. I thought about this when son2 was looking for an instructor. I watched the first instructor drive up the road, phone in hand looking for our house. When he came back he drove on the opposite pavement to pass a car coming down the road: He didn't get the gig.
