Dynamo lighting

Can anyone tell me about the stand still light system on raliegh roadster circa 1950 , the 9 inch tube on frame which holds batteries, does this provide lights ,AUTOMATICALY when bike stops. Or do you have to flick a switch. Wiring diagram or other would be great. Thanks
