Does a seller not recieve payment from paypal/ebay tlll they receive feedback ?
Bought the shoes i have for sale on here and the seller claims they will not get paid til i leave feedback because they a new seller.

Yeah, that happened to me a few times as a new seller. Funds are withheld until buyer leaves satisfactory feedback.
