I am wanting something to switch off a 4volt 10ma circuit '2 minutes' after the 12v supply has been switched off. However I am wanting the 4 volt circuit to switch on immediately the 12v supply is reinstated. Will this component do that job ?

would the following do that job ?

I think it might do the job. The description in the link is a bit hazy, but for a couple of quid, it's worth a punt.

Looks like it - you can choose either delay on or delay off and set the delay time too. You just need to provide a voltage drop after the relay to get your 4V
