bcoz toddlers are so well behaved and never run away or put their hands where they shouldn't be before you have chance to catch them. I'm not even a mother but even i can see that happening to the best of parents, when their loaded down with buggies, shopping and possibly more than one child.

If one child can't be controlled, don't have two.
