They are expressed as 'XX grit' - the lower the number the coarser the paper - so 40 grit is rough and 240 grit is finer. But emery will scratch chrome, as will wet n dry paper.
Best bet is to use fine wire wool (with turps as a lube), which will remove the rust and not scratch the chrome
Hi from what I can recall the lower the number ie. p40 the more aggresive the effect ! so 1000 grit would be very fine, or you could just use wire wool or even a brillo pad ! I have used these for just the same thing you have asked about or very fine wire wool is better.Hope this helps and I think someone else may add more to this.

You want metal polish, like Duraglit, rust is very soft, chrome isn't hard,
you don't need emery paper or wire wool. Your best best after cleaning
is then rubbing some zinc based primer into the rust pits, and lacquer.
Emery scratches, when its fine enough you can't see it. Same with wirewool.

Duraglit is something like Brasso soaked Rockwool.
Chrome is harder than steel - so wire wool won't scratch it when used correctly
The abrasive grit used on emery /wet 'n' dry is harder than chrome so it will scratch it
Brasso (the new name for Duraglit) wadding doesn't really do much on ferrous metals as it's too mild an abrasive, but if you want to try a polish then autosol would be your best bet. Do not confuse with anusol!!
