My front up-hanger has an integrated one & I squeezed one in of the rear thus (bonus one for FD too!):

That's how tight mine is, Rear could be do-able, but front, the hanger is a bracket on the steerer, just below the stem.

as it was on that Dolan, but I changed it to the uphanger, principally because it was giving off a bit of fork judder under heavy braking and the uphanger solved that.
Big £££ investment...

it also makes slackening the cable off enough to pop the cable out of the "other side" much easier for wheel removal. pre adjusters the tolerances were too tight to get enough slack by squeezing the blocks in to do that.
It's many years since I had to remove a cotter pin, but as far as I remember all you need is a spanner, a piece of wood and a hammer.
