If I'm understanding it correctly, delays can be expected because data needs to be collected the first time people cross the Schengen border. Perhaps of interest is that a biometric passport will be required.
(Off topic, I'm a bit bemused that the article suggests this only applies to UK travellers - it applies to all non-EU citizens)
