No, it was because Top Cat was the name of a brand of pet food, and using the name in the UK would violate copyright, or BBC's product placement policy, or something. Bit of a joke really, the name "Top Cat" (or "TC" as his "intellectual close friends get to call him") was still heard liberally in the credits and the dialogue, it was just that a card marked "Boss Cat" was interpolated between the opening credits and the episode.
