Fit a rear rack to GT mtb

I’ve got an old GT Aggressor that I am fixing up for my son and I want to fit a pannier rack on it. It’s got the holes on the seat stays for it (secured by same bolts as a bottle cage) but nothing near the rear drop outs. It looks like if I had a longer skewer at the back I could thread it through the rack and fit it that way. Does that make sense? Is that how they are meant to go on? I’ve never fitted one so have no idea TBH. I found the rack in a skip so didn’t get to choose one specific to the bike. Any idea much appreciated.

Not with that rack but you could use a Tailfin rack. They are hellish expensive. But worth it. Or a Thule pannier rack whech is cheaper and does not need mounts.
