Fitting a new chainring guard

How do I get those little black plugs to go into the expanding retainer? I have tried squeezing, then wacking and then giving a good wrench with some pliers, but just can't shift them. Am I missing something?

(Should have said this is a post 2013 Brompton....sorry!)
