It's clearly used but looks in good condition from the one photo. Has mounts for a rack and presumably mudguards as well, you can just put a low cost rack on it or transplant if you already have one.

In fact I should have headed this post 'flat bar tourer'. I bought a bargain Paul Hewitt tourer a few days ago. But when it arrived we discovered it had a stuck seat post so is being returned. But it is a great bike. Pity the vendor had set the seat post two inches too high ten years ago and not checked it wasn't stuck.
