Just got back from a little training ride in the rain. Some drongo in a blue van opened the passenger window as they were overtaking me on a busy road and blasted his foghorn at me. It made my brain wobble a little but not my bike thankfully. I undertook him at some lights (to get into the cycle thingy) while he was stationary and looked at him but he kept his eyes fixed forward. As he overtook me again after the lights he predictably did it again. Given that I'm new to this and my skill level is poor to abject he could have caused a bit of a to-do. Is this foghorn business common?

Not really but abuse from knobhead "professional" drivers usually is. I've had no abuse from anybody else apart from taxi drivers and white van drivers. Just ignore it or if you have proof (helmet cam etc) report it to the police.

Next time, pull up at the next set of lights at the nearside rear of the van and let his tyre down. Then see how quick he is to catch up and do it again...

I'd give him the foghorn back since I have an AirZound on my bike. That and/or I'd ask him to make some comments for my YouTube subscribers. LOOOL!

As long as I breathe, I attack.
Take the number plate and report the incident to the police, if he has done it to you then he has more and likely done it to others and when they get enough complaints they will go and have a word.

Would driving without due car and attention do it?

Its a bit of a craze these days - plenty of videos on YouTube (and is quite funny if you're not the target

)

Basically they creep up behind people and blow an air horn at them! Have a look here:
