I don't know if rats do this, but field mice (and other wildlife) will eat your veggy seedlings, especially young peas.

I would, after excavation, lay down 4 layers of cardboard, making sure to block the light out for the weeds.
The cardboard needs to be plain, no shiny bits (plastic), amazon boxes are ideal, raid the neighbor's recycling bin, the local shop's, your work, anybody
Bike shops are a good source of cardboard as a bike is large enough to need large sheets so you don't need to patch smaller ones together. I tend to be too lazy to remove all the plastic tape but it comes to the surface later & I just "weed" it out.
