Forks Lockout - Best Practice?

I've got the Suntour X100 forks with the blue lockout lever on the top of the right fork.

I've set them to be ridden with the 30% reserve travel as per the manual, but is it best practice to lock the fork out on roads when it is at 30%, bike loaded, or when it is at the top of its travel when the bike is unloaded?

I use the fork lockout feature frequently when switching from trail to road, especially for climbs and try to do so when it is not loaded much but it actually doesn't matter. It is also useful for getting some extra ground clearance when on my low bike carrier - just load the fork and flick the lever!!
