if you want to save money, you can knock the start nut out of the fork steerer using a tube and hammer.

I've tried this before, but unfortunately by the time the star nut was knocked out the bottom, the "prongs" which come out the side had been bent inwards enough for it not to grip in to the new steerer tube.

If you want to try this, I'd recommend the widest diameter tube/pipe possible - And be prepared for it to not fit properly if it loses its shape!
