Fully-loaded pannier as airline hand luggage?

We're flying to Prague with British Airways for a Czech cycling tour at the end of the week, we're trying to keep the weight of out checked-in luggage down as much as possible, so I was wondering - am I likely to be able to take a single full-packed pannier on the plane as my hand baggage allowance?

We're flying with BA (which have a 23Kg baggage allowance), so I guess it's the size that *might* be a problem, rather than the weight (my Vaude Aqua panniers are quite wide at the top).

you should be able to find the accepted sizes for 'hand-luggage' on BA's website.
