GB Handlebar with Viking Bicycle Engraving

Can anyone advise when this handlebar was made? I am rebuilding @ 1966ish Viking Severn Valley, SN 200847, and is this handlebar of pre 1968 vintage. Pictures attached. It has the number 078 near the GB logo.
