Bob Paisley - Club captain of Liverpool - but I suppose pretty average
Bill Shankly - Scottish international (about 8 caps)
They seem pretty good to me
Paul mariner won 35 caps for England, which is more than the ones you highlighted above put together and he was not a gret player by any stretch
