Greyed out Top Column

I've noticed just recently that all the smilies and everything along that top column is greyed out.I've looked at different things to fix it but to no avail.
Anybody know why?

Click the square brackets and it should restore the bar to this.

Second that: sometimes I have clicked on the square bracket by mistake, with the OP's result.
