Ceramic bearings are rounder than steel, weigh less and so will produce less drag. In theory that will make the wheel slightly faster and also accelerate slightly quicker. Less drag=more speed.
However the difference is likely to be small, but then GB Cycling were only half joking when they said that the only special thing about their wheels was that they are round. They meant, I think, rounder than the normal racing wheel, and rounder means less jiggling up and down and again = more speed. They have a whole group looking at marginal gains!
