Embarrassingly, I think the precise HC wording had escaped me and turned out to have one or two surprises! Here it is in full:
116 Hazard warning lights. These may be used when your vehicle is stationary, to warn that it is temporarily obstructing traffic. Never use them as an excuse for dangerous or illegal parking. You MUST NOT use hazard warning lights while driving or being towed unless you are on a motorway or unrestricted dual carriageway and you need to warn drivers behind you of a hazard or obstruction ahead. Only use them for long enough to ensure that your warning has been observed.
So the only time you can turn them on when moving, is on a motorway or D/C to warn following drivers of congestion or stationary traffic etc. ahead. I do that sometimes, but I think I've also used them for the same reason on a
single carriageway. Apparently this is wrong! Also, to warn another motorist that he has left his indicators on, or no lights at night, etc. etc. This too seems to be wrong! And, I understood that it was usual to put them on when being towed on any road - once again, wrong except on a motorway D/C. Surprising!
As for the illegal parking thingy
("I was only popping in for a packet of fags, Officer") - well I've seen cars which have been ticketed - or even clamped, with the hazard lights merrily flashing away. So not all our noble Traffic Wardens are taken in!
