Perhaps needs regreased or new bearings,if you could post a few pictures you may get a better reply in how to regrease/replace, ttfn.

The ball races might be pitted. Doesn't take much for that to happen.

Remember to loosen the two stem bolts before you tighten the bolt in the top cap.
