Headset races - which way up?

Hi - a quick one this I hope. I have my headset bearing races in soak and looking at reassembly but can't remember which way up they go.

Pretty obvious the lower fork half as they face up to the cup on the frame, but I am not sure about the top set - do they face down towards the frame or up towards the screw down cup? Confused.

Push on and rotate with fingers, if correct way will rotate smoothly, if wrong, wont.

Here you go:
Photos from L-R: 1) bottom of frame, 2) cup which locks down on top of frame, 3) top of frame.

I think that going by what I think are the cups (pics 1 & 2), both races need to be placed with the bearings facing upward.

The races need to placed so the cup is in direct contact with the balls.

So in your pic 3 the race needs to be sat with the cage to the bottom, balls to the top. So both races should be orientated the same direction.
