Well unfortunately it is sensible advice, after all on a building site you have to wear a helmet. DIY is not much different.
Of course you could wear a hard hat, but failing that a cycle helmet would do.
It is odd how in most activities that your likely to bang your head from warfare to rugby helmet wearing is sort of accepted,
The helmets varie from kevlar to just padding dependant on the risk
kind of sensible really.

Considering the reputation Aussies have for being blasé to safety (Sharks in the water you say? Strewth, they can't eat us all.) The idea of making them wear helmets and then becoming even less risk averse seems ridiculous.

Hard hats on building sites or many other work places are more of a highly visual symbol or message to whoever that "we are all safety conscious here" rather than a real contribution to the safety of operatives.
Safety has been improved in workplaces by staff training, certification of machine operators, regular testing of lifting gear, machinery guarding, awareness training of safety issues, inspection of workplaces for accident hazards by trained staff, encouraging staff to report hazards and action being taken on these reports.
When we see royals and politicians visiting workplaces all decked out in hi-viz and helmets and goggles, do we really believe these people are being placed in any form of danger that requires them to wear safety gear?

No the only take that attitude when speaking to the Poms on the beach or in the bar.
After all let the Poms fill up the sharks or find the stone fish first.

Actually they are very rules orientated as the rules are enforced pretty strictly out there.

Isn't Australia the country where you can't wire your own electrical plugs?

quite likely. I know that in new south wales you it's illegal to install your own toilet. Expressing incredulity, was told by a supposedly intelligent mate that getting it wrong could cause cholera. You would have to be a special kind of numpty to mix up the 4" pipe out the bottom with the 1/2" pipe in the top.

They really do like their rules there
