Help identifying a missing part on the wheel/valve bit on a puky bike

Hi All
Hoping someone can help me identify this missing part.
I have an old puky balance bike and it appears to missing a part and thus the wheel is flat.
I really would like to get my son riding this summer. can you advise which part is actually missing so i can look to buy it? i have a pic showing you the part that is missing from one wheel as it's still intact from one wheel thanks in advance

Others will know for sure, but that looks like a Woods/Dunlop valve? It has been that long since I have seen that type, I've forgotten how they work. I would imagine the missing collar would hold it together and keep the air in. I would try one of the more old fashioned bike shops. The sort that still advertise themselves as Raleigh dealers.

Comfy armchair to one person & a plank to the next
Woods valve collar - and that's as normal as any other sort of valve and works better, too! Most proper bike shops (the ones that aren't also car shops) will stock them, but maybe not in small wheel sizes.
