More likly to be a Philips. A few more pictures would help, also what is on the outer gear case of the hubgear?

Those lugs look a tad "agricultural" . Nice bike though, love the top bar shifter, id say that would date it to the 30s

If you clean the goop off the hub on the back it should have a makers name and possibly a date or a date code stamped on it
