help with fitting new rear rack please.

I have a 2005 allez. I am turning it inot my commute bike so bought some panniers and a cheap rack from ECC.

Now i can see that the rack fastens to the small holes just above the rear wheel dropouts. So far no prob. But this leaves the flat, top part of the rack higher that the corresponding holes on the seat stays. Am i supposed to bend the metal brackets that connect the seatstays to the rack?

Sorry if that sounds complicated.

Yes, you have to bend the steel sliding plates in an arc to fasten to the seat stays.
