I'd go with 1955-1956 by interpolating the frame number (245xx was 1953, 26955 was 1957). Brian at ClassicandVintage in Hadfield might be able to give you a more precise date as, in addition to being a top bloke, he has a copy of the register or you could email

It does look refinished - the downtube logo looks like a 1980s computer-cut decal and the lug-lining looks ever-so-slightly inconsistent. (Could be the angle of the photos, of course).
Because it's been refinished and is sufficiently worn to absolutely definitely warrant a proper restoration - it's a vibrant Hetchins, after all - its owner will know the answer to the 'restore or keep original?' question. Very exciting!
